Rulers are generally thought of as kings, presidents, presidential dictators, and emperors.

Generally they are thought of as individuals who rule with a high degree of absoluteness of power.

Britain's monarch is almost completely unique in having inherited over a long period of time a democratic system of governance and law making that does not give, lend, or allow an absolute power that has attributed to it the power as 'ruler', so we may set the British monarch aside when discussing rulers as individual sole or supreme rulers.
